May 14, 2014 - A seasoned administrator with experience navigating Oak Park’s complex parking system has been tapped to head up the Parking & Mobility Services Department. The appointment of Jill Velan, who has served as Interim Parking Director since 2012, comes as the Village enters the busy spring vehicle sticker sales season.
“With so much happening in the Parking Department throughout the year, we felt it was vitally important that our new Parking Director be able to hit the ground running,” said Village Manager Cara Pavlicek. “Jill has proven herself capable of managing the day-to-day operations in the Parking Department while focusing on long-term issues.”
During her time as Interim Parking Director, Velan, 43, supervised the rollout of the online overnight parking system, which allows anyone to request overnight parking passes, as well as the new Passport Parking system, which lets people pay for parking in surface lots with a smartphone. More technology improvements and upgrades are in the pipeline for future rollout.
“Balancing the needs of residents, business owners, commuters, visitors and even students is one of the most important parts of the Parking Department, and I’m thrilled to have the opportunity to lead these efforts for the Village,” Velan said.
Village officials reviewed 30 likely candidates and narrowed the field down to four individuals who were brought in for interviews. In the second round of interviews, Velan met with a group of community and business leaders to discuss the challenges and opportunities of parking in the Village.
In particular, Velan described the potential impact that three large developments will have on parking in the Village. Construction at South Boulevard and Harlem Avenue, Lake Street and Forest Avenue and the Colt site (just east of Harlem on Lake Street) likely will affect parking in various Oak Park neighborhoods for months or years to come.
“We’re going to implement a large, coordinated effort to make sure that we satisfy the stakeholders before, during and after these projects have been completed,” Velan said. “We’ll make sure parking goes smoothly so everyone else can focus on investing in Oak Park’s future.”
Since Oak Park was completely built out by the early part of the 20th Century – before most households owned automobiles – the Parking Department is tasked with managing a scarce resource that is in high demand. The department oversees four Village-owned garages, 130 surface lots and 1,700 parking meters. The department also supervises the distribution of 28,000 vehicle stickers and 30,000 quarterly parking permits each year. Velan leads a staff of 18 full-time employees and several service contracts.
Previously, Velan served in municipal administration in the Village of Antioch and the Village of Lincolnwood. She has a bachelor’s degree in psychology from the University of Kansas and a master’s degree in public administration from Northern Illinois University. She lives in Evanston with her husband and two children.
